Angeline Bell, BS, RN, CCE, IBCLC, PMH-C, is a public health nurse and maternal and infant health professional with more than 25 years of nursing experience. She serves as a Program Nurse Manager with the Montgomery County Department of Health and Human Services, where she leads the Babies Born Healthy (BBH) Home Visiting Program. With a strong focus on maternal and child health, she is committed to improving pregnancy and birth outcomes and reducing Black infant mortality in Montgomery County.

Her work centers on supporting families throughout pregnancy and the postpartum period through prenatal and childbirth education, breastfeeding support, care coordination, and connections to essential community resources. She is passionate about culturally responsive, family-centered care and creating opportunities for Black birthing families and their babies to thrive.

Angeline is a Certified Childbirth Educator (CCE), an International Board-Certified Lactation Consultant (IBCLC), and a Perinatal Mental Health-Certified (PMH-C) professional. She brings compassion, advocacy, leadership, and a deep commitment to health equity to her work with families and the broader community.
